All aboard: HS2 is coming to Runcorn

Ahead of its arrival into Runcorn, the team leading the design and construction of Britain’s new railway, High Speed Two (HS2), is hitting the streets with a brand-new community roadshow .

The HS2 roadshow will visit towns and cities from north to south this summer, as part of a bumper programme of community-focused activity highlighting the thousands of jobs, skills, training and new business opportunities that HS2 is creating.

The HS2 roadshow will stop at Runcorn ShoppingCity on Thursday, 19th August, from 10:00 – 19:00. The event will allow residents and visitors to find out more about the plans already underway to bring Britain’s new low carbon railway to the port town.

Becoming a high-speed rail destination presents huge opportunities for Runcorn. As well as providing residents with faster travel to new destinations, the connectivity boost that HS2 provides will open Halton’s heritage delights, green spaces and specialist trades in science, technology and healthcare to new business and leisure markets, supporting the region’s tourism sector and wider economic growth.

The vision for Runcorn Station Quarter to become a multi-modal transport hub, ahead of HS2’s arrival, is one of 14 areas across Halton that together form the Mersey Gateway Regeneration Plus Plan – a £1 billion regeneration project being driven by Halton Borough Council.

Experts from all areas of the HS2 project will be on hand at each roadshow event, armed with a wealth of resources to experience during the event or to take away. Sign up for free online events, or visit St Mary's Church Field Museum as HS2 celebrates Britain's Festival of Archaeology

To mark the Council for British Archaeology's Festival of Archaeology , we are holding a series of free online events so you can get involved and find out more about what treasures are being unearthed as we build the country's new high speed railway. The Festival of Archaeology runs from July 17 - August 1, shining a light on our past and how our ancestors lived.

Subjects we will be covering in the free online 'webinars' include:

    We will also be holding our fourth weekend of open days at our Field Museum at St Mary's Church in Stoke Mandeville on Saturday 24 July and Sunday 25 July.

    Inside a specially constructed tent the size of a football pitch, archaeologists working on our behalf are currently excavating the remains of the former parish church of St. Mary the Virgin. This is a once in a generation opportunity to excavate the ruins of a medieval church and churchyard. Inside the museum you can ascend the viewing platform for a bird’s eye view of ongoing excavations, as well as displays, films and finds to explore the history of St. Mary’s Church and the amazing archaeological discoveries in the surrounding area.

    We’d love to welcome you onto site to explore this fascinating excavation, where you can learn about life and death in Stoke Mandeville over more than 800 years.

    Tickets are available to book from 10am on Tuesday July 13 and booking will close at 5pm on Thursday July 22 .

    HS2 announces new landmark as 700,000 trees planted and over 100 new habitats thriving on Phase One of the project

    As part of our extensive environmental programme, our contractors have now planted 700,000 trees and created over 100 wildlife sites along the route between the West Midlands and London .

    The wildlife sites represent a mix of different habitat types, including grassland, woodland, scrub and ponds, and are already havens for wildlife including birds, bats, barn owls, badgers, great crested newts, butterflies and dragonflies.

    Alongside our environmental contractors, we have designed tailored ecology plans that provide habitats for local wildlife and protected species including new badger setts, bat houses, bird boxes, reptile banks and bug houses, along with wildflower seeding, aquatic habitat creation and the reintroduction of native flora to help local wildlife populations thrive.

    Up to 7 million trees will eventually be planted alongside the line from the West Midlands to London and we will leave behind more than 33 square kilometres of new woodland, wildlife and river habitats - the equivalent of 23 new Hyde Parks lining the spine of the country.

    In addition, our Woodland Fund has also allocated over £1.2m as part of a grant scheme managed by the Forestry Commission, with 213,000 trees already planted including 92 hectares of new woodland creation and 52 hectares of ancient woodland restoration. For example, a project at Avon Wood in Warwickshire has created a diverse new 11-hectare woodland within three miles of the new railway. More than 18,000 new trees have been planted there, with 30% of the woodland being oak, with the rest mainly made up of hornbeam, alder, beech, lime, holly and birch.

    We are continuing to progress with potential new schemes to be supported through the Woodland Fund, which could eventually support an additional 440 hectares of new native woodland creation as well as the restoration of 245 hectares of existing ancient woodland sites. Every habitat site is designed specifically to support local biodiversity, to link up existing wildlife habitats and create ecological networks which help to protect, maintain and enhance biodiversity and allow species to move through the landscape.

    Examples of new habitats sites include:

  • In Warwickshire , Finham Brook was previously a short-grazed field with no flowers and very few invertebrates. Since 2018, our contractor Keystone Environmental has planted over 6,000 trees, created four new ponds and a new 35 metre reptile basking bank. The ponds are already being used by great crested newts, skylarks, barn owls, badgers, and dragonflies and butterflies.
  • At South Cubbington Wood , also in Warwickshire, environmental contractor Five Rivers Environmental Contracting have planted 60,000 trees, along with species-rich grasslands. They have created seven new ponds designed for newts to breed in, as well as attracting other wildlife such as frogs, swallows, swifts and badgers. Like many of HS2’s new habitat sites, Cubbington has public rights of way, so local people are able to enjoy the habitats that have been created.
  • At Bernwood in Buckinghamshire , an ecologically and historically valuable area includes a network of ancient woodlands that are home to a range of wildlife, including rare and important species like Bechstein’s Bat and the Black Hairstreak butterfly. Our extensive tree planting has linked existing woodlands to create new bat flightlines away from the railway corridor, and several green bridges will maintain connectivity across the railway and between habitats.
  • In the Colne Valley , we have revealed ambitious plans to create one of the largest areas of chalk grassland on the edge of the Chilterns. The site will receive a continuous supply of chalk from the nearby tunnelling underneath the Chilterns Hills until 2024, helping to establish over 127 hectares of new chalk grassland, woodland, wood pasture and wetland habitats. Field trials are currently in preparation ahead of final seeding, and planting of trees and shrubs in 2025.

    Historic moment as first HS2 giant tunnelling machine launched

    We have today announced the launch of ‘Florence’ – the first of 10 HS2 Tunnel Boring Machines (TBMs) that will dig 64 miles of tunnel on Phase One of the UK’s new high speed railway. ‘Florence’ was launched from our South Portal site next to the M25 in Hertfordshire, at an event attended by HS2 Minister Andrew Stephenson .

    Florence, at 2,000 tonnes and 170m-long – the largest ever used on a UK rail project – will dig 10 miles of tunnel under the Chilterns, operating 24/7 for the next three years. Designed specifically for the mix of chalk and flints under the Chilterns, Florence and her identical TBM 'Cecilia'will dig separate tunnels for north and southbound trains. Each machine operates as a self-contained underground factory - digging the tunnel, lining it with concrete wall segments and grouting them into place at a speed of around 15 metres a day. Each tunnel will require 56,000 precision engineered, fibre-reinforced segments – which will all be made on site.

    A crew of 17 people will operate each TBM, working in shifts to keep the machines running 24/7. They will be supported by over 100 people on the surface, managing the logistics and maintaining the smooth progress of the tunnelling operation. Chalk excavated from the tunnels will be used for landscaping at the south portal site once construction is complete, creating wildlife-rich chalk grassland habitats across 127 hectares of the southern Chiltern hills.     Named after nursing pioneer Florence Nightingale – a name suggested by local children due to her residence at nearby Claydon House in Buckinghamshire, and chosen in a public vote – the TBM will dig the first of a pair of 10 mile long tunnels under the Chiltern hills and help to safeguard the woodland and wildlife habitats above ground, before emerging near Hyde Heath. A second machine ‘Cecilia’ will launch next month to excavate the second tunnel at the South Portal site.

    Built by Herrenknecht, a world leader in TBM manufacturing, at its factory in south-west Germany, the two 170m long machines were transported to the UK in more than 300 separate shipments last year , before being reassembled, tested and commissioned by an expert team of tunnelling engineers at the Chiltern tunnel south portal site, near the M25 to the north-west of London.

    The first two TBMs will be operated by main works contractor, Align – a joint venture formed of three international infrastructure companies: Bouygues Travaux Publics, Sir Robert McAlpine, and VolkerFitzpatrick. Align is recruiting 1,200 personnel in total, including 100 apprentices, to work on this area of the project and are targeting their recruitment and investment in upskilling local people who are currently unemployed, with a particular focus on women, the under 25s and those with disabilities, helping us support the UK Government’s Plan for Jobs to protect, support and create employment during the COVID-19 crisis.

    More than 16,000 jobs and over 500 apprenticeships are already being supported by the project, which is set to transform transport links between Britain’s major cities, free up space on the rail network for more freight and local services and support the UK’s transition to net zero carbon emissions.

    The names of the two TBMs were suggested by students at Meadow High School in Hillingdon and The Chalfonts Community College, Buckinghamshire, which are close to the tunnel launch site. They were inspired by Florence Nightingale, the founder of modern medicine, and pioneering astronomer and astrophysicist, Cecilia Payne-Gaposchkin.

    Some facts and figures about the Chiltern tunnel TBMs :

  • The tunnels will go as deep as 80m below the ground – ensuring communities and countryside above are not impacted by the railway
  • The cutter head will rotate at a speed of up to 3.2rpm with the machine expected to cover 15.6 metres per day.
  • When they start they will run almost non-stop 24 hours a day for 3.5 years
  • They will convert the spoil into slurry which will be pumped back to the south portal site where it will be treated before being used for landscaping on-site, removing the need for additional HGVs on local roads.
  • The total volume excavated by both TBM is 2.7million cubic metres

    New interactive map lets you see when and where HS2 works are taking place in your area

    We have introduced a new, user-friendly interactive map to the HS2 website, making it easier and simpler for you to find out what current and upcoming works we are carrying out in your area.

    The new In your area map brings all of our work notifications together on one page, making it easier for you to navigate and ensure you are kept up-to-date on the work we are doing to deliver the new railway. There is also a text only view , which allows you to view the information in a table and filter results for each area.

    Each work item, highlighted on the map with a 'hard hat' icon, lets you know:

  • the location and planned duration of the works
  • which contractor is delivering it, and
  • what kind of activity they are doing, such as setting up a compound or an archaeological dig.
  • You can easily see any other works we might be doing nearby, also pinpointed with an icon.

    We will be introducing further improvements to the mapping tool and to this local website over the coming months. We will keep you informed of changes as they happen through our regular email notifications and our local engagement events and activities.

    HS2 Phase 2a receives Royal Assent

    In July 2017, the Government deposited a hybrid Bill with Parliament to secure the powers to construct and operate Phase 2a of the new high-speed railway between the West Midlands and Crewe. Today HS2 took a major step forward, as the latest phase successfully completed over three years of Parliamentary scrutiny to receive Royal Assent.

    The Phase 2a hybrid Bill contained over 15,000 pages of information and weighed in at 109kg. The House of Commons Select Committee spent 51 days hearing petitions from those most affected by the construction and operation of the new railway, with 14 days of petitioning heard in the House of Lords.

    The hybrid Bill process has enabled communities, individuals, and organisations along the line of route to raise concerns, have their views heard in select committee, and to influence how we build the railway. To date, the Secretary of State for Transport has provided over 1,500 Undertakings and Assurances to stakeholders affected by the Phase 2a route.

    Benefits of the scheme

    Obtaining Royal Assent has also triggered the launch of route-wide schemes targeted at assisting communities. Two funds, worth a combined £5 million, will soon be open for applications:

  • the Community and Environment Fund (CEF) will help enhance community facilities, improve access to the countryside and conserve the natural environment; and
  • the Business and Local Economy Fund (BLEF) will support local economies in areas where businesses may experience disruption from the construction of HS2.
  • The Phase 2a Homeowner Payment (HOP) Scheme is now available to property owners in rural areas who live between 120 and 300 metres from the HS2 line, wherever it is not in a deep tunnel. Eligible property owners can apply for between £8,000 and £24,000, depending on how close they live to the proposed line.

    The Green Corridor initiative will promote ways for local people to enjoy the countryside, providing a network of habitats created along the HS2 Phase 2a corridor.

    The Road Safety Fund will go towards local road safety schemes in areas not currently accustomed to construction traffic. This will help provide a legacy of improvements for areas adversely affected by Phase 2a traffic.

    It is anticipated that the construction of HS2 Phase 2a will create in the region of 1,920 full time construction jobs, 140 permanent jobs (e.g. from the maintenance base near Stone) and further jobs throughout the entire supply chain. By building Phase 2a earlier than planned, the cities in the north of England and Scotland will see the benefits of HS2 more quickly. It is expected that the building of HS2 will create opportunities for regeneration and improved connectivity - in effect bringing cities closer together, opening up new markets, new job opportunities, and new opportunities for growth.

    What happens next

    Preliminary work on the Phase 2a route has already begun, in the form of Ground Investigation work. This started in November 2020 and will take several months to complete.

    In spring 2021 work will begin to prepare the land ready for the construction of the railway. This enabling work will include further surveys, utility diversions, archaeological digs, tree planting, ecological habitat creation and work on the highways. The main construction programme is not due to start until 2023 and over the next two years we will be preparing the final design of the railway.

    We are committed to keeping you informed about work on HS2. This includes making sure you know what to expect and when to expect it, as well as how we can help. As part of this, we will produce a local area engagement plan setting out how we will engage with communities along the 2a route to ensure that we meet our commitments and continue to be a good neighbour.     HS2 update: New community engagement public progress report, Green Corridor prospectus and construction forward looks published

    We have recently published some new documents which may be of interest to you. This is part of our commitment to keeping you informed about HS2 progress and construction activities in your area .

    Community engagement report: January to June 2020

    We have published the fifth public report that documents our progress towards being a good neighbour by putting engagement with communities at the heart of everything we do.

    This report covers the six-month period from January to June 2020, and draws on a number of case studies of activity during the first half of the year, along with currently available data such as from our Helpdesk, community funding awarded and the events we have held.

    Green Corridor prospectus and mapping tool

    As part of our commitment to conserve and enhance Britain’s natural environment as we plan and build the railway, HS2 is creating a Green Corridor along the route, a network of joined up habitats, landscaping and community-based environmental projects.

    We have developed an online map showing where we are delivering Green Corridor activities and where additional HS2 funded environmental projects are being delivered along the route. You will be able to use the map to view relevant Community and Environment Fund (CEF) and Business and Local Economy Fund (BLEF) projects, the Woodland Fund, other local panel funds, and HS2 environmental works in your area.

    We have also published a Green Corridor Prospectus to accompany the map. The prospectus outlines the many ways the Green Corridor and associated funding can benefit communities, for example, through the creation of new play facilities, investment in green spaces in urban areas, regeneration along canals, and conservation and enhancement of the historic environment.

    Used together the Prospectus and the online map will enable community and environment groups to identify local opportunities to enhance and enjoy the natural environment using the funds available.

    As you will know there are a number of grants available to support environmental projects and improve green spaces in your constituency, such as the HS2 Community & Environment Fund and the Woodland Fund.     HS2 invites bids for £50m early works on Phase 2a from the West Midlands to Crewe

    In a landmark for the second phase of Britain's new high-speed railway, companies are being invited to tender for the first major works contracts to be awarded on Phase 2a of the project - heading north from the West Midlands to Crewe. Linking Birmingham to Crewe, Phase 2a will carry trains bound for destinations such as Glasgow, Liverpool, Manchester and the north west, speeding up overall journey times and freeing up space on the existing network.

    The ‘Early Civils Work – Package 2’ is a £50m programme of enabling works designed to reduce disruption during the main build stage of the project. This includes major highways works and associated utility diversions as well as a range of environmental and other surveys along the 58km route. They mark the first major preparatory activity to be carried out beyond Phase One, currently being built between the West Midlands and London.

    A detailed programme of ground investigation along the Phase 2a route has already begun and Balfour Beatty has been awarded £25-30m to continue this work. Data from this and previous geological investigations, will inform ongoing design development.

    Once complete, Phase One and 2a will significantly reduce journey times between the capital, north west England and Scotland with services joining the existing west coast mainline at Crewe.

    The new infrastructure will also free up capacity on the existing network for more local trains and freight by rail. This could see services rise from hourly to half-hourly or better between Crewe and Stoke-on-Trent to Nuneaton, Tamworth, Lichfield and Rugeley, more services from Crewe and Runcorn to Liverpool, as well as via Crewe between North Wales, Chester and London.

    Draft legislation to build, operate and maintain Phase 2a is currently proceeding through Parliament, with Royal Assent anticipated during winter, with contracts for the early works expected to be awarded in early 2021.

    HS2 In Your Area - Phase 2a Autumn 2020 Update

    Since the publication of our newsletter and In Your Area booklets earlier this year, we wanted to:

  • update you on the progress of the Phase 2a Bill through Parliament
  • provide you with information about some surveys and ground investigations that we will be carrying out along the Phase 2a route as we prepare to build the railway
  • share links to re-watch some of our public online events about initiatives to explore the archaeology of the Phase 2a route.
  • Phase 2a Bill progressing through Parliament

    The Phase 2a Bill was deposited in the House of Commons in July 2017. Following design reviews, which took into account ongoing engagement with stakeholders and communities, two Additional Provisions (APs) confirming design changes, were deposited in March 2018 (AP1) and February 2019 (AP2) and for each of these, Select Committee hearings were held.

    The Bill entered the House of Lords in July 2019 and as a result of the Covid-19 lockdown, the House of Lords Select Committee hearings, due to commence in March 2020, were suspended. The Select Committee hearings resumed in July 2020 and petitioners were offered the opportunity to be heard virtually or in person, with all hearings completed by 23 September.

    We expect Royal Assent to be granted in late 2020, providing us with the permission and powers we need to build and operate the railway - this means that our construction work can begin.

    Safeguarding Directions

    As the Bill process progressed, the design for Phase 2a has been amended following scrutiny by the House of Commons Select Committee, after deposit of Additional Provisions 1 and 2. The last update to safeguarding was made in September 2017, and on 23 June 2020 the Government announced a further update to the Safeguarding Directions (safeguarded zone) and zoned property schemes for the Phase 2a section of the route .

    Letters were sent to all affected property owners to notify them where Safeguarding Directions have been updated. We responded to queries from some residents who received these letters and provided further guidance and reassurance about the changes where needed.

    Undertaking surveys and ground investigations along the HS2 route between Birmingham and Crewe

    In the coming months, you may see our teams out and about undertaking surveys as we continue our preparations for building the railway. This will include:

  • ground investigations to help us understand ground conditions along the route; and
  • surveys relating to local ecology, which will help us to understand the needs of local wildlife populations and design new habitats as part of the railway.
  • Access for our investigations

    In order to gain access to land or property to carry out surveys or investigations, we have historically entered into licences with landowners and occupiers. All licences expired earlier this year and we will not be issuing new licences. We will instead be using powers under the Housing and Planning Act 2016, requiring HS2 Ltd to serve notice on affected parties on behalf of the Secretary of State for Transport. If we need to access your land as part of these surveys you will receive a letter which will explain what we are doing, when and how.

    In the meantime, we are continuing to talk to people and organisations affected by the route, ensuring they understand what is being planned, while identifying opportunities to address any concerns.

    The Phase 2a Community Engagement Team remains in place and available throughout the current restrictions and can help with any questions you might have about Phase 2a or the project as a whole.

    COVID-19 - ongoing works and engagement with communities

    We are continually reviewing the works on our construction sites in line with Government and Public Health England advice on dealing with COVID-19. The Government’s current strategy makes it clear that construction activity can continue as long as it complies with this guidance. Only sites that can operate within the guidelines are working, and they remain under constant review.

    While we have postponed all face-to-face engagement events and meetings, we have been keeping communities informed and involved in different ways. This includes letters, emails, phone calls and online events.

    Archaeology on the Phase 2a route

    To mark the Council for British Archaeology's Festival of Archaeology , we held a series of free online events for communities to get involved and find out more about what treasures are being unearthed as we build the country's new high speed railway.

    An Introduction to HS2 Archaeology: Staffordshire and Cheshire , highlights how our archaeological works on Phase 2a from Fradley to Crewe, which cross north Staffordshire and East Cheshire, build upon our experiences and discoveries from Phase One, revealing new insights and findings about the history of this landscape.

    Led by Chris Jordan, our Historic Environment Manager for Phase 2a, this talk introduces the heritage along the Phase 2a route, including the influence of the landscape, and discusses what we are trying to discover, how we do it, and what exciting finds we might expect over the next few years.

    We will be hosting more of these events over the coming months, as we continue our preparations to build the new railway.     Free online event: Find out more about HS2 Community and Business Funds and local business opportunities available in Phase 2a

    We would like to invite you to join our online event to learn more about our Community and Business Funds and local business opportunities available to communities close to the Phase 2a route between the West Midlands and Crewe. This free webinar will take place on Tuesday 10 November from 1-2pm.

    Community and Business Funds

    The first half of the session will explain how to access our Community and Business Funds, exclusively available to those disrupted by the construction of the railway. The Community and Environment Fund (CEF) and the Business and Local Economy Fund (BLEF) have a combined value of £5 million for Phase 2a communities and will be available following Royal Assent of the Phase 2a Bill.

    September is an exciting time to learn about the mysteries of the past and how our ancestors lived as we host a series of fascinating online archaeology events as part of Heritage Open Days 2020. In addition, a major three-part documentary will be shown on BBC Two from Tuesday, September 15, exploring the discoveries found in Britain’s largest ever archaeological programme.

    Before construction work began, and any track is laid, over 1,000 archaeologists, across more than 60 sites between London and the West Midlands, have been carefully uncovering the secrets of Britain’s past.     M42 reopened ahead of schedule as new HS2 bridge installed in just two days

    To ensure that the local road network is fit for purpose when the future HS2 Interchange Station is operational, HS2 contractors are expanding and improving the existing network and creating new routes on HS2 land .

    On Friday 7 August 2020, junctions 6 and 7A (northbound) and junctions 7 and 6 (southbound) of the M42 were closed to traffic. This closure enabled early works contractor, LM, to safely install a 65 metre bridge over the motorway.

    We’re pleased to inform you that the closure of the M42 has been lifted and road users can now travel in both directions. Work to install the 2,750 tonne, 65 metre long bridge, which spans the width of the M42, was completed in just two days and the motorway reopened to road users earlier than planned.

    A 448-wheel transporter took just one hour and 45 minutes to move the bridge span 150 metres, where it was affixed to a composite concrete deck to complete the overall bridge structure. Traditional construction methods would have required several weeks of lane closures on both carriageways, followed by additional weekend and overnight closures.

    The successful installation marks the completion of the first of four bridges to be built close to the new Interchange Station. It will form part of the major remodelling of the existing road network to improve the circulation of traffic around the HS2 railway line and the new Interchange Station.

    HS2 Notification: Notice of weekend part-closure of the M42 Junctions 6 and 7A Northbound and Junctions 7 and 6 Southbound

    To ensure that the local road network is fit for purpose when the future HS2 Interchange Station is operational, we are expanding and improving the existing network and creating new routes on HS2 land.

    These works will be concentrated on and around Northway Island, on the B4438 and Northway. To link the new network with existing routes, we’re building four connecting highways bridges. The first of these new bridges will span the M42. To safely install the bridge deck over the M42, we will close sections of the M42 for one weekend.

    The area between junctions 6 and 7A (northbound) and junctions 7 and 6 (southbound) will be closed after evening rush hour on Friday 7 August 2020, and reopen before morning rush hour on Monday 10 August 2020 . If work progresses faster than expected, we will reopen the M42 earlier if possible.

    During the temporary closure, diversions will be in place and clear signage will be displayed along the route for drivers. For full details of the road closures and diversion routes, please visit the Highways England website .

    Temporary weekend part-closure of M42 Junctions 6 and 7A Northbound and Junctions 7 and 6 Southbound

    HS2 contractors have been carrying out works near the A452, A45 and M42 in Solihull since 2018. We refer to this location as the Interchange area because it will be the home of the future HS2 Interchange Station .

    Situated near the National Exhibition Centre and Birmingham International Airport, Interchange Station will be a major transport gateway for the region, with HS2 providing high speed rail connections to London, Birmingham and the North of England.

    To ensure that the local road network is fit for purpose when the future HS2 Interchange Station is operational, our contractor LM is expanding and improving the existing road network and creating new routes on HS2 land. In early August 2020, a key piece of work in this area will be to install a highways bridge spanning the M42.

    A weekend closure of the M42 is required to install the bridge .     Revised Safeguarding directions for High Speed 2 Phase 2a published

    On 23 June 2020 the Secretary of State for Transport issued updated safeguarding directions for the whole of the Phase 2a route , which will run between the West Midlands and Crewe. These were formally announced in Parliament by the HS2 Minister, Andrew Stephenson MP .

    In order to protect the land needed to build High Speed Two, the Secretary of State for Transport issues ‘Safeguarding Directions’ to local planning authorities. This means that HS2 Ltd must be consulted on any planning applications within the safeguarded area.

    These safeguarding directions reflect the amendments (and therefore land requirements) that have been made to the hybrid Bill by the House of Commons as it passed through the Select Committee.

    Through these revised safeguarding directions, the government has protected land that is anticipated at this stage will be needed to build Phase 2a of HS2 and where there may otherwise be a risk of conflicting development.

    The new Safeguarding Directions supersede those issued in September 2017.

    We have written to landowners on the Phase 2a route who are affected by these changes to let them know what’s happened, what it will mean for them and what they can do.

    Information about HS2 Ltd during the coronavirus (COVID-19) pandemic

    The health, safety and wellbeing of the communities along the route of the new railway, and our staff, remains our absolute priority.

    Construction sites

    We are working closely with our construction partners to review the works on our construction sites in line with Government and Public Health England (PHE) advice on dealing with COVID-19. The Government’s current COVID-19 strategy makes clear that construction activity can continue as long as it complies with this guidance.

    Work at the majority of our sites has been paused as we complete this review, noting that some staff may be present to make the safety assessments and to ensure the sites remain safe and secure.

    We do expect that work will restart at some of these sites where our contractors are confident that they can operate in line with PHE and industry guidance, protecting our staff and the communities in which they are working.

    Community engagement

    We have taken the decision to postpone all face-to-face engagement events and meetings during this period. We have been notifying local residents and putting in place alternative ways of communicating and engaging with communities over the coming weeks and months.

    HS2 information points set-up for communities affected by the Phase 2a section of the route

    As part of our commitment to keep communities informed about HS2, we have set up 13 information points along the Phase 2a route.

    Situated in local community spaces, each information point features leaflets and booklets containing information about the project, including:

  • local impacts and maps
  • project timescales
  • initial work, such as ground investigations
  • help for property owners;
  • community funding
  • and how to complain.
  • The documents are free for people to take away.

    Iain Andrews, HS2’s Head of Community Engagement for Phase 2a said: “It’s really important that we make information about HS2 as easy to access as possible. The new information points are just one of the ways we keep people up-to-date with the project, including events, meetings, newsletters and our local community websites. We’re always looking for new and effective ways to keep in touch with the local community, as part of our commitment to being a good neighbour to anyone affected by the new railway”.

    Ground Investigation Site Visits

    Ground Investigation (GI) works are underway at sites along the Phase 2a route that travels through part of Cheshire up to Crewe. GI is an essential part of delivering HS2 because before we can build the railway, we need to understand the ground we’ll build it on.

    Ground investigations are undertaken through a range of techniques, including drilling into the ground and taking samples of rock and soil, which are analysed in specialist laboratories.

    Information from our Ground Investigations will guide design solutions for the structures we want to build, such as bridges and viaducts, along with road and river diversions, tunnels, cuttings and embankments. Data from GI will ensure that the contractors who design and build the main works can do so safely, economically and efficiently.

    We recently invited parish councils along the line of route to visit some of our GI sites. Representatives of Weston and Basford Parish Council and Hough and Chorlton Parish Council, as well as Crewe Town Council, were among those who took up the offer, and visited our Manor Farm compound. The visit gave them an insight into how and why our GI works are carried out, and enabled them to see the work take place for themselves. They also met the senior foreman and had a chance to ask questions.

    The councillors got to witness the borehole method used to extract samples at first hand on a site not far from the compound.

    We are hoping that other parish councils will come and visit the site to learn more about this process, and its significance for the local communities they represent.

    Steve McQuade, Crewe Town Council - "I was really pleased to accept the invitation from the HS2 team to visit the preparatory works that herald the arrival of a world class train line into Crewe, which throughout its history has been at the heart of the rail network. I learnt that the project is happening, as I have seen the preliminary investigation work that is going ahead.

    The geotechnical work has commenced and will inform where and how the tracks are laid for this enterprise. It certainly provides clear tangible evidence that this project has started in line with the hopes and expectations of my members"

    Read the latest proposed changes to the HS2 Phase 2a Bill – public consultation launched today

    The Government has proposed some changes to the plans for Phase 2a of the railway. Phase 2a refers to the section of HS2 from Fradley, in Staffordshire, to Crewe. The proposals are currently being considered by Parliament and are contained within a hybrid Bill which will eventually provide the powers to construct and operate the railway. The latest changes are covered in what is known as an ‘Additional Provision’ to the Bill, which was deposited in Parliament today, 8 February. This is the second Additional Provision to the Phase 2a Bill, and is referred to as AP2.

    The Government proposes these changes for a variety of reasons. Some are a result of agreements made between HS2 Ltd and people affected by the existing Bill, while others are because of decisions taken by the Select Committee of MPs that hears petitions (i.e objections) against the Bill. Some of the other changes have come about through design refinements, or through more information becoming available, particularly about utilities infrastructure.

    AP2 includes changes along the whole line of the Phase 2a route, and also in a number of locations off-route. Anyone directly and specially affected by the changes proposed in AP2 will have the right to be heard by the Select Committee if they choose to petition.

    Consultations

    The significant environmental effects of the changes proposed in AP2 are reported in the Additional Provision 2 Environmental Statement (AP2 ES), which we have published today. We have also published a second Supplementary Environmental Statement 2 which sets out the likely significant environmental effects of changes to the design that do not require a change to Bill powers, and as a result of new environmental baseline information.

    We are also consulting on an updated Equality Impact Assessment (EQIA) report, which considers the impact of the changes on people with protected characteristics, as defined by the Equality Act 2010.

    The AP2 ES, SES2 and EQIA update report will be subject to a consultation until 23:45 on 29 March . You can find further information about these consultations by visiting www.gov.uk/hs2 .

    Phase 2a - Public Information Events October 2018

    We have recently completed our latest round of public information events for people affected by Phase 2a of the railway. Between 15-29 October we held events at Mavesyn Ridware, Yarnfield, Abbots Bromley, Crewe, Madeley, Whitmore and Stafford.

    The events were well attended, with over 1000 people finding out the latest on the scheme’s design and how the Phase 2a legislation, known as a hybrid Bill, is progressing through the parliamentary process. The events provided the opportunity for anyone impacted by the scheme to speak to a number of HS2 specialists including representatives from our engineering, environment, land and property, local engagement team and petition management teams. Importantly, this included discussions about the support available to local people, including our property schemes and future community funds.     The Phase 2a hybrid Bill is about to start its next stage in the parliamentary process with a proposed set of changes to the plans, in the form of a second Additional Provision (AP2), expected to be deposited in Parliament in the New Year.
